Expression of Interest (EOI): Technical Consultant
Title: Technical Consultant to Develop a Roadmap on Decent Work for Persons with Disabilities in Liberia
Background:
The Italian Association Amici di Raoul Follereau (AIFO), in partnership with the National Union of Organizations of the Disabled (NUOD), National Commission on Disabilities (NCD), Liberia Labour Congress (LLC), and DKT International, is implementing the “Coordinated Action on Disabilities in Liberia” (CAD-L) program. This four-year initiative, funded by the Swedish International Development Cooperation Agency (SIDA), seeks to promote the inclusion of Persons with Disabilities (PWDs) in all aspects of Liberia’s national development.
Under Output 2.1 of the CAD-L program, AIFO has facilitated a national social dialogue process on Decent Work for Persons with Disabilities, engaging key stakeholders including government agencies, trade unions, employers’ organizations, and DPOs. Sectoral consultations have been held across nine thematic areas, and a 1st National Conference has already been convened to synthesize initial findings.
A 2nd National Conference is now planned to validate findings, assign responsibilities, and formalize an inclusive roadmap. To support this process, AIFO seeks the services of a technical consultant to develop the final roadmap for national adoption.
Scope of Work:
The consultant will work closely with AIFO and its partners to:
- Review documentation from the sectoral consultations and the 1st National Conference.
- Engage with stakeholders to capture insights and expectations for the roadmap.
- Draft a document outlining thematic priorities, strategic actions, and institutional responsibilities.
- Facilitate working sessions to validate and enrich the roadmap.
- Produce a comprehensive Roadmap on Decent Work for Persons with Disabilities, with clear timelines, implementation strategies, and monitoring mechanisms.
Deliverables:
- Annotated outline / skeleton of the roadmap document
- Finalized Roadmap incorporating feedback from the national conference
- Brief presentation/report summarizing the process and key recommendations
Duration:
The assignment will commence in August 2025, and be completed within 12 working days from the start date.
Qualifications Required:
- Master’s degree or higher in Social Policy, Disability Studies, Development Studies, or related field.
- At least 7 years of experience in policy development, social dialogue facilitation, or labor rights work.
- Proven experience in disability inclusion and rights-based programming.
- Excellent analytical, facilitation, and writing skills.
- Familiarity with the Liberian labor market and disability landscape is a strong advantage.
